Creates a State Legal Expense Fund to pay claims and judgments against the state, state agencies, and certain state officers and employees, with limits on noneconomic damages capped at $350,000 and adjustable annually based on inflation.

Prohibits the Department of Revenue from retaining copies of source documents presented for driver's licenses or nondriver's licenses, and requires destruction of all such documents obtained after September 1, 2012 by December 31, 2013.

Prohibits the Department of Revenue from collecting, using, or retaining biometric data (including facial recognition, fingerprints, retinal scans, and DNA) for driver's licenses or to identify licensees, with exceptions for digital images and signatures required for license issuance.

Establishes that no state agency shall disclose to the federal government the statewide list of persons with concealed carry endorsements and prohibits state agencies from creating or maintaining databases of firearms, ammunition, or accessories owned by individuals.

Declares privacy protections in sections 302.065, 302.189, and 571.500 as emergency measures effective upon passage and approval.
