Repeals the requirement for the division director to conduct performance audits of administrative law judges with written standards by October 1, 2005, and to complete audits by August 28, 2006

Removes the division director from the administrative law judge review committee and eliminates the director's role as committee chairperson

Restructures the review committee to consist of four legislative appointees (one from each chamber's majority and minority leadership) plus one ex-officio member from the commission on retirement, removal, and discipline of judges

Requires the committee to annually elect its own chairperson from its members, with term limits of two years for voting members

Maintains existing provisions for retention votes of administrative law judges every four years beginning in 2008, with disqualification for judges receiving two or more no-confidence votes
