Reduces the Kansas City school board from nine directors to seven directors beginning with the 2019 election.

Moves school board elections from even-numbered years to the local election date specified in the charter of a home rule city with more than 400,000 inhabitants located in more than one county, beginning in 2019.

Requires redistricting of subdistricts by November 1, 2018, ensuring compact and contiguous territory with populations as nearly equal as practicable.
