Terminates the Missouri Health Insurance Pool's ability to issue new policies after January 1, 2014, and establishes procedures for winding down operations and transitioning enrollees to alternative coverage

Requires health carriers to cover telehealth services on the same basis as in-person services beginning January 1, 2014, with equal reimbursement and no greater deductibles or copayments

Mandates health carriers with closed provider networks accept any willing physician who agrees to a fee schedule 15% below the carrier's standard rate, and requires carriers to process credentialing applications within 60 business days
