Repeals and reenacts sections 8.172 and 8.460 of Missouri law regarding use of the capitol complex by private entities and parking regulations.

Prohibits any parking spaces on capitol grounds from being designated for use by non-state officials or employees; all unreserved spaces must be available to the general public with exception for handicapped parking.

Bans any person or entity that is not a state official or employee from maintaining an office or reserved space in the State Capitol building, with existing non-state occupants required to vacate by August 28, 2013.

Exempts senate and house chambers and their galleries from the prohibition on non-state office space in the capitol building.

Authorizes the Board of Public Buildings to construct an office building in Jefferson to relocate state offices currently in rented quarters within Cole County, with funding through existing statutory provisions.
