Creates the "Missouri Liberty Preservation Act" declaring Sections 1021 and 1022 of the National Defense Authorization Act for Fiscal Year 2012 illegal within Missouri's boundaries based on constitutional limits on federal power

Prohibits the state of Missouri from providing material support or participating in implementation of Sections 1021 and 1022 of the National Defense Authorization Act for Fiscal Year 2012

Directs the Department of Public Safety to report to the governor and general assembly any attempts by federal agencies to implement these provisions through state operations

Makes it a Class B misdemeanor for Missouri state officers, employees, or contractors to enforce these federal provisions; makes it a Class A misdemeanor for federal officers or contractors to enforce them within Missouri

Declares indefinite detention, prosecution under law of war, and transfer to foreign jurisdiction as provided in Sections 1021 and 1022 are illegal within Missouri's boundaries
