Contractors and subcontractors must participate in the department's wage survey process to bid on public works projects for any public body, except the Missouri state highways and transportation commission.

Contractors and subcontractors must submit survey forms to the department documenting all hours worked and wage rates paid to workers by occupational title for non-residential construction work during the previous calendar year.

Contractors and subcontractors that have not engaged in any construction work (except residential construction) may be exempted by submitting an affidavit or sworn statement to the department.

Survey forms containing wages and hours information are excluded from public records disclosure under Missouri's public records law (chapter 610).

The provisions become effective on January 1, 2015.
