Establishes the "Missouri Energy Efficiency Performance Standard" requiring electrical corporations to achieve incremental energy savings of 0.3% to 1.9% annually and 1% peak demand reduction annually from 2014 through 2022 and beyond.

Requires gas corporations to achieve natural gas savings of 0.2% of baseline beginning January 1, 2014, increasing to 1.5% of baseline by January 1, 2020 and annually thereafter.

Directs the Missouri Public Service Commission to promulgate rules within nine months establishing procedures for utilities to develop energy efficiency plans, measurement standards, third-party verification processes, and financial incentives for exceeding performance standards.

Requires utilities to file biennial energy efficiency plans proposing programs for all customer classes, with minimum 5% of funding dedicated to evaluation and measurement verification, and demonstrates cost-effectiveness using the total resource cost test.

Establishes civil penalties of $100 per megawatt-hour of unachieved electricity savings and $10 per million Btu of unachieved natural gas savings, with penalties paid to the Department of Natural Resources for energy efficiency programs.
