Repeals and replaces section 632.505, RSMo, governing conditional release of persons determined not likely to commit acts of sexual violence

Requires department of mental health and department of corrections to develop conditional release plans addressing supervision, treatment, medication, counseling, and support services

Establishes 21 mandatory conditions for conditionally released persons including residence approval, employment requirements, firearm prohibition, substance testing, electronic monitoring, and restrictions on contact with children

Provides that when a conditionally released person is electronically monitored and resides in the county, city, town, or village where the releasing facility is located, the department of corrections must provide the local law enforcement chief with access to GPS or other monitoring technology data upon request

Restricts disclosure of electronic monitoring information obtained by local law enforcement to within the agency only, except upon court order
