Requires annual written authorization from public employees before employers withhold dues, agency shop fees, or other fees for labor organizations.

Mandates that authorization forms include a title "Consent for Withholding Union Dues/Fees" in at least 24-point bold type and specific statutory language in at least 14-point bold type stating the withholding is voluntary and cannot affect employment.

Prohibits public labor organizations from using dues or fees for political contributions or expenditures defined in section 130.011 without written authorization from members within the previous twelve months, signed by both the member and a union officer.

Requires labor organizations making political contributions to maintain records including copies of authorizations, amounts, dates of transfers, and contributions to continuing committees, with records sent to the labor and industrial relations commission.

Exempts first responders and their labor organizations from these authorization and reporting requirements.
