Repeals the August 28, 2017 expiration date on subsection 13 of section 37.005, making the property transfer authority permanent for boards of governors and regents of specified public universities.

Authorizes the board of governors of Missouri Western State University, University of Central Missouri, Missouri State University, and Missouri Southern State University, and the boards of regents of Southeast Missouri State University, Northwest Missouri State University, Harris-Stowe State University, and Lincoln University to convey or transfer real property interests for fair market value without legislative approval, except in fee simple.

Maintains the requirement that General Assembly authorization is still needed for fee simple transfers and conveyances of real property by these institutions.

Declares the act an emergency measure necessary for the immediate preservation of public health, welfare, peace and safety, effective upon passage and approval.
