Repeals and reenacts sections 174.700, 174.703, 174.706, and 544.157 to create new sections 174.709 and 174.712 relating to college and university police officer authority and responsibilities.

Authorizes state college and university boards to establish traffic control regulations on campus thoroughfares consistent with Missouri motor vehicle laws, including speed limits, and to place official traffic control signals on campus property.

Requires campus traffic regulations to be codified, printed, and distributed publicly with adequate speed limit signs posted along affected thoroughfares.

Violations of campus traffic regulations are treated as violations of municipal ordinances with the same penalty provisions and point assessments as county or municipal ordinance violations.

Grants college and university police officers authority to enforce campus traffic regulations and general motor vehicle laws, and allows them to pursue suspects beyond campus boundaries if in fresh pursuit of a felony or crime committed on campus.
