Establishes the "Early High School Graduation Scholarship Program" administered by the Department of Higher Education to provide scholarships to Missouri students who graduate from public high schools early.

Creates two scholarship tracks: students graduating in 36 months or fewer receive scholarships under Section 173.1303, and students graduating in 41 months or fewer receive scholarships under Section 173.1306.

Scholarship amounts equal 90% of the school district's state aid payments divided by weighted average daily attendance for the relevant period, with school districts receiving an additional 10% grant when students accept scholarships.

Eligible students must have parental approval, attended Missouri public high schools for more than half their high school career, and be U.S. citizens or lawfully authorized residents; scholarships can be used at accredited public or private Missouri institutions for tuition and mandatory fees.

Creates two dedicated funds (Fund I and Fund II) in the state treasury; funds do not revert to general revenue at biennium end and earn interest credited back to the funds.
