Repeals prevailing wage requirements (sections 290.210-290.340) that mandated workers on public works projects be paid prevailing hourly rates based on locality and occupation.

Prohibits state entities and political subdivisions from requiring or prohibiting bidders, contractors, or subcontractors from entering into labor organization agreements on construction projects funded with any amount of public funds.

Eliminates requirements for union-only project labor agreements on public construction projects, except for projects funded 50% or less with state funds, which must undergo impact analysis, public hearing, and documentation before implementation.

Allows the labor and industrial relations commission to review union project labor agreement decisions on a rational basis standard, with appeals to Cole County circuit court within 30 days of the commission's decision.

Grants standing to bidders and potential bidders to sue in court for equitable relief and monetary damages, including attorney's fees, for violations of the public contracts provisions.
