Repeals and reenacts section 208.152 of Missouri Revised Statutes to modify MO HealthNet medical assistance benefits and covered services

Adds home nursing visits for newborn infants as a covered service, consisting of registered nurse home visits to prevent infant mortality, child abuse and neglect for at-risk infants through the infant's second birthday

Defines "at-risk" infants to include those born medically fragile, chemically dependent, with failure to thrive, or born to chemically dependent mothers, teenage mothers, mentally or physically challenged mothers, or families with histories of premature births, abuse, neglect, or domestic violence

Requires the MO HealthNet division to request appropriate federal waivers or state plan amendments from the U.S. Department of Health and Human Services to implement the newborn nursing visit requirements

Makes technical and organizational changes to the section regarding covered medical assistance services, including services for mental health, dental, hospice care, and other medical treatments
