Repeals and replaces sections 290.210, 290.260, and 290.262 of Missouri Revised Statutes relating to prevailing wage determinations for public works projects.

Redefines "prevailing wage rate" to be the wage rate most commonly paid as measured by the number of hours worked at each wage rate for a specific occupational title within a locality.

Establishes a fallback methodology: if no work has been performed in an occupational title within a locality, the prevailing rate is determined by examining adjacent counties; if still no work exists, the rate is based on collective bargaining agreements covering that locality.

Requires the Department of Labor and Industrial Relations to accept wage rate information submitted in either paper or electronic formats when investigating and determining prevailing wages.

Requires public bodies awarding public works contracts to notify the department prior to work commencement, detailing the scope of work, types of craftsmen needed, and work commencement date.
