Adds section 338.200 to Missouri law allowing pharmacists to dispense emergency supplies of non-controlled medications when unable to obtain refill authorization from prescribers due to death, incapacity, or unavailability.

Emergency dispensing requires pharmacist's professional judgment that therapy interruption could cause undesirable health consequences, previous dispensing of the same medication by that prescriber, and patient notification that prescriber authorization is required for future refills.

Limits emergency supply to a seven-day supply when prescriber authorization cannot be obtained, or a thirty-day supply when prescriber is deceased, incapacitated, or unable to provide medical services.

Requires pharmacists to promptly notify the prescriber or prescriber's office of emergency dispensing and prohibits emergency dispensing if pharmacist knows the prescriber has restricted such dispensing for that patient.

Authorizes the board to promulgate rules implementing these provisions under chapter 536 authority, with rulemaking authority becoming void if constitutional challenges are sustained against chapter 536 review powers.
