Repeals and reenacts section 338.220, RSMo, to expand the classes of pharmacy permits from twelve to sixteen categories.

Adds four new permit classes: Class M (Specialty - bleeding disorder), Class N (Automated dispensing system - health care facility), Class O (Automated dispensing system - ambulatory care), and Class P (Practitioner office/clinic).

Exempts individual licensed pharmacists from permit requirements when performing nondispensing activities outside a pharmacy or administering drugs, vaccines, and biologicals by protocol as permitted by law.

Requires permit or license applications to be made under oath or affirmation with accompanying fees, with separate permits required for each pharmacy location owned by the same entity.

Maintains that the Class L veterinary permit does not prohibit registered veterinarians from compounding, administering, prescribing, or dispensing medications for animals, and exempts non-legend animal drugs from pharmacy regulations.
