Allows insurance identification cards to be produced in electronic format, including display on a cellular phone or portable electronic device, in addition to paper format.

Permits motor vehicle liability insurance policies, binders, receipts, photocopies, or images displayed on mobile electronic devices containing required policy information to serve as satisfactory evidence of insurance in lieu of a physical card.

Establishes that displaying an insurance card image on a mobile electronic device does not consent to access any other contents of that device by law enforcement or other persons.

Defines "mobile electronic device" as a small handheld computing or communications device with a display screen featuring touch input or miniature keyboard.

Creates penalties for fraudulent insurance identification cards: class D felony for producing or distributing fraudulent documents or images, and class B misdemeanor for possessing or using fraudulent documents or images.

Allows insurers to post policies and endorsements without personally identifiable information on their websites instead of mailing them, provided policies remain easily accessible, can be printed and saved, and insureds receive notice of availability and archived expired policies.
