Maintains the board of curators at nine members appointed by the governor with senate approval, with at least one but no more than two from each congressional district and no more than five from any one political party

Creates a student curator position with full voting rights on all matters, including hiring and firing of university system president, chancellors, general counsel, board secretary, and other general officers, but excludes the student curator from decisions on hiring and firing faculty or staff

First student curator appointed in January 2014 must be a graduate or professional student, serves a two-year term contingent on maintaining full-time student status, and is selected from a panel of three nominees submitted by student government presidents of university campuses

Student curator appointments rotate among the four University of Missouri campuses in order: Columbia, Rolla, Kansas City, and St. Louis, with new campuses added after August 28, 2013 inserted into the rotation in the order they are admitted

Student curators must be United States citizens and Missouri residents, receive the same expense reimbursement as other board members, and must pay all student and tuition fees prior to appointment and during their term of office
