Creates the Missouri Home Inspectors Board with five members (four licensed home inspectors and one public member) appointed by the governor with senate consent to regulate home inspector licensing and establish standards of practice.

Requires home inspectors to obtain a state license before performing inspections for compensation; prohibits licenses for partnerships, corporations, or groups and allows only individuals to be licensed.

Establishes licensure requirements including completion of at least 80 classroom hours or board-approved apprenticeship program, passing a board examination, and demonstrating knowledge and competence in residential real estate inspection.

Creates disciplinary procedures through the administrative hearing commission allowing the board to censure, place on probation (up to 5 years), suspend (up to 3 years), or revoke licenses for violations including fraud, incompetence, misconduct, or failure to follow standards of practice.

Exempts certain inspections from licensing requirements, including those by property owners, government employees, real estate professionals, FHA inspectors, insurance company employees, and home builders; establishes a one-year statute of limitations for lawsuits against home inspectors and makes violations a class B misdemeanor.
