Requires restitution to be paid through the office of the prosecuting attorney or circuit attorney, with allowance for contracting with other entities for collection purposes.

Establishes an "Administrative Handling Cost Fund" collecting tiered fees: $25 for restitution under $100, $50 for $100-$249, and 10% of amounts $250 or more (capped at $75 maximum).

Requires an additional $5 per crime victim to be deposited to the Missouri office of prosecution services fund, transmitted monthly by county treasurer to the director of revenue.

Permits fund expenditures for office supplies, postage, training, equipment, trial expenses, staff salaries, and other lawful prosecuting or circuit attorney office expenses.

Expands restitution eligibility under section 559.105 from specific offenses to any offense, and requires parole completion of restitution before release for certain crimes.
