Mandates that permanent teachers receiving "ineffective" or "minimally effective" ratings be placed on remediation periods with professional development support, with permanent status revoked if they do not achieve "effective" or higher rating within one year

Requires school districts to develop professional improvement plan guidelines by the 2014-2015 school year to assist teachers in meeting performance standards based on student achievement, curriculum delivery, learning environment, and collaborative practices
