Repeals sections 178.760-178.896 (old jobs training programs) and establishes new sections 620.800-620.809 creating the "Missouri Works Training Program" administered by the Department of Economic Development with community colleges

Creates a "Missouri Works Job Training Joint Legislative Oversight Committee" with 6 members (3 senators, 3 representatives) to report annually on program assistance to industries

Establishes two funds: "Missouri Works Job Development Fund" (620.806) and "Missouri Works Community College New/Retention Jobs Training Funds" (620.809) to support training projects through community college districts

Allows qualified companies to receive new jobs training credits (2.5% of first 100 jobs, 1.5% of remaining jobs) or retained jobs credits with withholding tax retention periods of 3-10 years depending on project type and wage requirements

Modifies unemployment compensation requirements (section 288.040) to allow claimants to satisfy reporting requirements by internet or other acceptable means instead of requiring in-person reporting; includes exceptions for high-unemployment counties and emergency conditions
