Replaces the fixed threshold of $1,000 with 20 percent of the current split point of primary and excess losses to determine when experience modifications adjust for employers with minimal medical costs and no lost time claims.

Allows employers in the construction group of code classifications to submit payroll records for any calendar quarter in the year prior to their policy beginning or renewal date for premium credit calculations.

Establishes that the premium rate equalization formula for construction employers in effect on January 1, 1999 shall be the formula used, effective January 1, 2014.

Requires the division to develop and maintain a workers' compensation claims database accessible through its website, allowing employers to retrieve records by providing a potential employee's name and social security number during pre-hire screening.

Makes fraudulent access to the claims database a class A misdemeanor and requires full implementation of the database by July 1, 2014.
