Amends Missouri law to exempt individuals convicted of felonies involving possession or use of controlled substances from the federal food stamp eligibility ban under 21 U.S.C. Section 862a(a).

An individual qualifies for the exemption if they are: currently participating in an approved substance abuse treatment program, accepted for treatment but on a waiting list, have completed an approved treatment program, are determined not to need treatment, or are complying with court-ordered obligations.

Individuals waiting for treatment must remain enrolled and enter the program at the first available opportunity to maintain eligibility.

Eligibility determinations must be based on documentary or other evidence satisfactory to the Department of Social Services, and applicants must meet all other program eligibility requirements.

The Department of Social Services, in consultation with the Division of Alcohol and Drug Abuse, shall establish rules specifying criteria for determining active participation in and completion of substance abuse treatment programs.
