Expands MO HealthNet eligibility beginning January 1, 2014 to individuals aged 19-64 with income at or below 133 percent of the federal poverty level plus 5 percent, who qualify under the Affordable Care Act

Requires eligible individuals to receive coverage for the health benefits service package as determined by the Department of Social Services and subject to federal approval

Establishes that MO HealthNet provider reimbursement rates for services to newly eligible individuals shall be comparable to commercial reimbursement payment levels with annual trend adjustments, determined by the Department of Social Services or a contracted actuary

Provides that the section becomes ineffective if the Patient Protection and Affordable Care Act (Public Law 111-148) is repealed in whole or in part, or if federal funds become insufficient to pay the percentages specified in Section 2001 of that law
