Repeals and replaces Section 429.010, RSMo, to modify statutory lien rights for work, labor, materials, and equipment provided for building improvements and land repairs.

Adds outdoor irrigation system installation to the types of work eligible for statutory liens on real property.

Creates new requirements for liens involving rental machinery or equipment: improvements must be on commercial property, claim amount must exceed $5,000, and written notice must be provided to property owner within fifteen business days of commencement of use.

Limits lien notice requirements to identify only the name of the entity that rented the machinery or equipment and the machinery or equipment being rented, removing requirement to disclose rental rate.

Exempts persons who use rented machinery or equipment in performing covered work or labor from the new rental equipment lien restrictions.
