Repeals the prior "Manufacturer Responsibility and Consumer Convenience Equipment Collection and Recovery Act" (sections 260.1050-260.1101) and replaces it with the "Residential Electronic Products Recycling and Reuse Act" (sections 260.1200-260.1240), effective January 1, 2014

Establishes mandatory recycling and reuse goals for covered electronic devices (CEDs): computers, computer monitors, televisions, and printers; starting at 2.5 pounds per capita in 2014 with escalating percentages in subsequent years

Requires manufacturers to register with the Department of Natural Resources, pay annual registration fees ($10,000 for 2014, then $5,000 annually), and meet individual recycling goals based on market share or return share calculations

Establishes requirements for dismantlers/demanufacturers, refurbishers, and collectors including registration, liability insurance, environmental health and safety compliance, and data sanitization procedures

Imposes civil penalties ranging from $1,000 to $10,000 per violation and bans disposal of CEDs in landfills and incinerators beginning January 1, 2014, with limited temporary waivers available for underserved districts
