Establishes the "Rebuild Damaged Infrastructure Program" to fund reconstruction and repair of infrastructure damaged by presidentially declared natural disasters, including transportation, communication, water, sewage, electric systems, and public school buildings.

Creates the "Rebuild Damaged Infrastructure Fund" in the state treasury and transfers $10 million from the Insurance Dedicated Fund, the balance of the Lewis and Clark Discovery Fund as of June 30, 2013, and $200,000 from the Department of Revenue Information Fund on July 1, 2013; any amounts exceeding $15 million shall be transferred to general revenue.

Exempts nongovernmental agencies congressionally mandated to provide disaster relief services from paying transient guest taxes under chapters 66, 92, 94, and 67.

Authorizes the Health and Educational Facilities Authority to transfer $4 million of its assets to the Rebuild Damaged Infrastructure Fund on July 1, 2013.

Provides that the Rebuild Damaged Infrastructure Fund and related provisions expire June 30, 2014, with all remaining moneys reverting to the general revenue fund.
