Prohibits homeowners associations, condominiums, and common interest communities from adopting bylaws or rules that prohibit or effectively prohibit installation of solar energy systems on properties within their jurisdiction.

Voids deed restrictions, covenants, and binding agreements that prevent solar energy system installation on buildings subject to an association.

Allows associations to adopt reasonable rules regarding solar system placement only if such rules do not prevent installation, impair functioning, restrict use, or adversely affect cost or efficiency of the system.

Requires solar energy systems to meet applicable state and local permitting standards and requirements.

Authorizes courts to award reasonable attorney fees and costs to parties who substantially prevail in lawsuits against associations for violations of this section.
