Director of the Department of Agriculture may operate an animal export inspection facility meeting United States Department of Agriculture requirements for pre-export animal inspections.

Director may assess civil penalties of up to $1,000 per incident for violations of sections 267.560 to 267.660, with authority to apply to Cole County circuit court for enforcement if penalties are unpaid.

Prosecuting attorneys and the attorney general may seek temporary or permanent injunctions in any court of competent jurisdiction to restrain persons from violating sections 267.560 to 267.660.

Establishes livestock theft as a class B felony regardless of value, replacing prior valuation thresholds.

Persons with prior livestock theft convictions who steal animals valued over $3,000 must serve at least 80 percent of their sentence before becoming eligible for probation or parole.
