Allows state employees to keep a firearm in their locked vehicle on state property without it being visible, provided the vehicle is on property owned or leased by the state and the employee is conducting activities within the scope of employment.

Modifies concealed carry endorsement requirements to include notarized proof of firearms safety instructor identity and certification for certificates issued on or after August 28, 2013.

Increases penalty for firearms safety instructors who knowingly provide false information to sheriffs from class C misdemeanor to class D felony, and permanently bars them from being qualified instructors.

Adds requirement that qualified firearms safety instructors provide applicants with notarized copies of documents proving instructor identity and copies of any certifications that qualify the instructor.

Clarifies that students may participate in school-sanctioned firearm safety courses, military training, and ROTC without violating firearms prohibitions in school settings.
