Removes the one-time-per-calendar-year cap on liquefied petroleum gas meter testing fees, allowing the $10 fee to be charged at each test instead of only once annually.

Increases LPG meter testing fees in stages: $10 (current) to $25 on January 1, 2014; $50 on January 1, 2015; and $75 on January 1, 2016 and thereafter.

Raises metrology calibration laboratory fees from $25 to $60 per hour for tolerance testing, effective August 28, 2013, and removes prior fee ceilings and minimums allowing director discretion in setting annual rates.

Redirects weights and measures division fees from general revenue to the agriculture protection fund as established in section 261.200.

Requires the director to publish testing and laboratory fee schedules on the departmental website beginning August 28, 2013, with updates within 30 days of any changes, and to submit annual reports to the general assembly starting October 1, 2014.
