Establishes the official ballot as a paper ballot hand-marked by voters, or for disabled voters, marked by paper ballot-marking devices designed to assist the disabled.

Requires election authorities to phase out direct-record electronic touch-screen voting machines by prohibiting replacement with new machines; existing machines may only be used by disabled voters who request them.

Mandates that no election shall be certified until an audit is completed, with a minimum of 5% of precincts randomly selected and audited to verify vote counts accurately reflect voter intent.

Extends the retention period for voted ballots, ballot cards, and election-related materials from 12 to 22 months after the election date.

Prohibits voters from casting straight political party ticket votes in partisan elections.
