Prohibits members of the general assembly and their staff, employees, spouses, and dependent children from accepting any tangible or intangible items, services, or things of value from any lobbyist.

Bans lobbyists from making any contributions or expenditures to candidate committees formed by state representatives, state senators, or general assembly members for food, entertainment, lodging, or travel.

Prohibits lobbyists from delivering any tangible or intangible items, services, or things of value to members of the general assembly or their staff, employees, spouses, or dependent children.

Repeals the requirement that out-of-state travel or lodging for state legislators be approved prior to expenditure by the administration and accounts committee.

Maintains existing lobbyist registration and reporting requirements with the commission, including monthly expenditure reports that categorize spending by type and recipient.
