Creates the "Innovation Education Campus Fund" in the state treasury, administered by the Commissioner of Higher Education and held in custody by the State Treasurer, funded through general assembly appropriations for innovation campus instruction.

Defines an "innovation education campus" as a partnership requiring at least one local Missouri high school or K-12 district, one four-year Missouri public or private higher education institution, Missouri-based business(es), and one Missouri two-year public institution or Linn State Technical College.

Establishes five criteria for participating institutions to receive fund moneys: demonstrating efforts to lower student degree completion costs, decreasing time to degree, providing applied and project-based learning with industry-developed curriculum, ensuring graduate access to internship and career opportunities with partner businesses, and engaging industry in program development and outcomes review.

Recognizes the existing University of Central Missouri innovation campus (partnered with a 17,000-19,000 student school district and community college in a charter county with 600,000-700,000 inhabitants) as eligible for funding.

Requires annual verification of compliance with funding criteria by participating institutions and mandates the Coordinating Board for Higher Education conduct five-year reviews of all innovation education campuses.
