Repeals and replaces multiple sections of Missouri's campaign finance law (sections 130.011, 130.021, 130.031, 130.044, and 130.046) to reorganize and streamline campaign finance regulations

Restructures committee definitions by eliminating "political action committee" and "exploratory committee" classifications, replacing them with a new "continuing committee" category for committees of continuing existence not controlled by a candidate

Changes political party committee structure to allow only one state party committee per political party (eliminating previous district and area committee options)

Prohibits committees from transferring anything of value or making contributions to other committees, with limited exceptions for state house and state senate committees

Adds a new section 130.032 establishing contribution limits: $25,000 for statewide offices, $10,000 for state senator, $2,500 for state representative, and $50,000 annual aggregate limit to political party committees, with limits indexed for inflation
