Repeals and replaces section 163.036, RSMo, relating to calculation of weighted average daily attendance for state aid purposes.

School districts may use an estimate of current year weighted average daily attendance, or actual weighted average daily attendance from the immediately preceding year or second preceding year, whichever is greater.

Beginning in 2006-07 school year, summer school attendance counts only hours pupils actually attend in the current year.

School districts sponsoring charter schools under section 160.400 may only use current year weighted average daily attendance estimates and cannot use attendance counts from any preceding year for state aid calculations.

Interest at six percent is charged on overpayments of state aid exceeding five percent of actual entitlement, to be deducted from the district's apportionment in the following year.
