Repeals and re-enacts section 173.616 of Missouri Revised Statutes regarding exemptions from higher education regulations (sections 173.600 to 173.618)

Maintains automatic exemptions for public institutions, colleges/universities on the coordinating board advisory committee, board-certified approved private institutions, accredited religious schools, and out-of-state public institutions (effective July 1, 2008)

Allows the coordinating board to exempt not-for-profit religious schools, free tuition schools not using government student aid, avocational/recreational schools, employer-sponsored training, trade/professional organization courses, and schools serving primarily students aged 16 or under

Permits exempt schools to voluntarily apply for state approval under sections 173.600 to 173.618, with approvals expiring after five years and renewable upon reapplication

Prevents schools in noncompliance with certification standards from reverting to exempt status and maintains their liability for penalties incurred during their approved status period
