Requires physicians to conduct and review an active ultrasound with the woman at least 24 hours before abortion, allowing her to view the ultrasound image and hear the fetal heartbeat if audible, with verbal description of relevant ultrasound features.

Mandates physicians provide women orally, in writing, and in person with specific information including abortion method, medical risks, gestational age, fetal characteristics, alternatives to abortion, and available support services at least 24 hours prior to the procedure.

Requires physicians to present department-provided printed materials describing fetal development at two-week gestational intervals with photographs, various abortion methods and their risks, and alternatives including pregnancy resource centers and adoption agencies.

For abortions at 22 weeks gestational age or older, requires presentation of materials on the possibility of fetal pain and information that anesthesia or analgesics are available to eliminate or alleviate pain to the unborn child.

Establishes that all required information must be presented individually in person in a private room, with written certification by the woman before abortion can be performed, and prohibits payment collection until 24 hours after information is provided.
