Repeals and replaces section 115.607, RSMo, relating to county political party committee membership requirements

Changes committee district composition in first classification counties containing a city with over 300,000 inhabitants from township-based districts to legislative district-based districts, effective within six months after each legislative reapportionment

Establishes proportional representation based on legislative district containment: wholly contained districts elect four members (two men, two women), predominantly contained districts elect four members (two men, two women), and partially contained districts elect two members (one man, one woman)

Maintains eligibility requirement that county committee members must be registered voters and residents of their county and committee district for one year prior to election

Renumbers remaining subsections to reflect deletion of superseded provisions regarding cities with charter government and over 300,000 inhabitants
