Increases the capacity limit for customer-owned renewable energy systems eligible for net metering from 100 kilowatts to 200 kilowatts for electrical corporations, and extends the interconnection review period from 30 to 45 days for systems up to 26 kilowatts.

Allows customer-generators to accumulate excess energy credits month-to-month with credits expiring by the end of March in a twelve-month billing period, rather than expiring after twelve months.

Permits electrical corporations to recover all prudently incurred net metering costs through a tracking mechanism with costs deferred on company books and included in rate base recovery over three years in the next general rate proceeding.

Establishes a declining solar rebate schedule from $2.00 per watt for systems operational by June 30, 2014, declining to zero cents per watt for systems operational after June 30, 2018, with customers transferring renewable energy credits to the utility for ten years.

Creates net metering provisions for rural electric cooperatives and municipal utilities under a new section 394.320 with similar requirements to electrical corporations, including application fees capped at $100 and simplified interconnection processes for systems 10 kilowatts or less.
