Allows vehicle registration applicants to voluntarily donate one dollar to the World War I Memorial Trust Fund, with the director of revenue collecting and depositing donations in the state treasury.

Establishes the World War I Memorial Trust Fund to be administered by the Missouri veterans' commission for restoration, renovation, and maintenance of a World War I museum or memorial in a home rule city with more than 400,000 inhabitants located in more than one county.

Transfers all moneys from the existing World War II Memorial Trust Fund to the new World War I Memorial Trust Fund on December 31, 2013, and abolishes the World War II fund effective January 1, 2014.

Retains up to one percent of collected donations for the Department of Revenue's administrative costs, with donations voluntary and refusable at time of vehicle registration issuance or renewal.

Allows the state treasurer to invest trust fund moneys as surplus state funds are invested, with investment earnings credited to the trust fund and exempts the fund from biennium balance transfer requirements.
