Expands authorized emergency vehicle light colors to include red, yellow, blue, or white lights (replacing previous red or red and blue only) for stationary emergency vehicles, and adds amber/white lights for Department of Transportation vehicles.

Requires Missouri State Highway Patrol to establish a rotation list procedure for law enforcement agencies requesting wrecker or towing services, with specific criteria prohibiting towing companies from having connections to first responders or responding to calls from non-jurisdictional agencies.

Establishes escalating penalties for towing companies violating rotation list criteria: first violation results in 6-month removal, second in 1-year removal, third in 3-year removal, and fourth and subsequent violations result in 5-year removal from the rotation list.

Sets minimum operational standards for towing companies including verifiable business address, 2,000+ square foot secure storage, 24/7 availability, land-line phone, specific insurance coverage amounts, and TRAA driver certification requirements (Level 1 by August 28, 2014; Level 2 by March 1, 2015; Level 3 by August 28, 2015).

Allows vehicle owners to request a specific towing company, exempting them from the rotation list requirement, and removes exemption for towing companies located in second, third, and fourth classification counties.
