Repeals section 311.180, RSMo and enacts two new sections (311.180 and 311.183) relating to beer wholesalers and manufacturers.

Establishes licensing fees for various types of intoxicating liquor manufacturing and wholesale operations, ranging from $50 to $500 annually depending on alcohol content and sales privileges.

Prohibits brewers, their officers, directors, managers, agents, and affiliates from having financial interests in or serving in management roles at beer wholesalers, with limited exceptions for security interests and temporary ownership transfers.

Allows brewers producing 10,000 barrels or less annually to own or have interest in a beer wholesaler that sells only their products, and permits wholesalers to own up to 5% of publicly traded brewers' stock.

Grants brewers limited rights to directly sell to retailers in designated territories when a wholesaler cannot service the brand, and permits brewers to become wholesalers indefinitely if their major wholesaler (selling 10% or more of production) has its franchise terminated for cause or ownership is transferred.
