Repeals and replaces section 208.152, RSMo, relating to MO HealthNet covered services and payment methodology

Adds comprehensive day rehabilitation services beginning early posttrauma as a covered MO HealthNet service for individuals with disabling impairments, based on individualized treatment plans and interdisciplinary assessment

Requires MO HealthNet division to establish administrative rules defining comprehensive day rehabilitation service facilities, benefit limitations, and payment mechanisms using input from brain injury rehabilitation providers and the Missouri brain injury advisory council

Includes provisions making rulemaking authority subject to chapter 536 review and approval processes, with severability clause stating the rulemaking grant and any rules adopted after August 28, 2013 are invalid if constitutional review powers are subsequently held unconstitutional

Maintains existing MO HealthNet covered services including hospital services, nursing home care, physician services, mental health services, dental services, hospice care, and durable medical equipment with prior authorization requirements
