Establishes procedures for sheriffs to certify unpaid county jail debts to circuit courts, which report delinquent debtors to the state courts administrator for setoff against income tax refunds and lottery prize payouts under section 488.5028.

Authorizes the Department of Conservation to suspend hunting and fishing licenses for individuals delinquent on county jail debts, with due process procedures allowing debtors to request court review within thirty days of notice.

Modifies sheriff service charges in criminal cases to include violations bureau cases, with half of charges from violations bureau cases deposited to a new "MODEX Fund" for Missouri data exchange system operations and half to the inmate security fund.
