Authorizes the division to conduct inspections of adult day care programs suspected of operating without licenses or in violation of regulations, including seeking circuit court orders for access if denied entry.

Requires the division to provide written inspection reports with specific deficiency lists within fifteen business days, allowing programs to either file correction plans or request reinspection or administrative hearing review.

Mandates that procedures for compliance inspections, complaints, and license actions be provided to programs upon licensure and included in the program manual.

Requires adult day care programs licensed under state law to receive comparable reimbursement rates as programs licensed by the Department of Mental Health that serve adults with mental disorders, mental illness, or developmental disabilities.
