Repeals and replaces section 394.120, RSMo, to modify membership and voting procedures for electric cooperatives

Allows members to participate in quorum calculations if the bylaws permit participation electronically or by mail, in addition to in-person attendance

Permits voting by electronic means or mail in addition to existing proxy and in-person voting options, with bylaws to prescribe conditions for electronic voting

Changes voting language from "by proxy, by electronic means, or by mail, or both" to "by proxy, by electronic means, or by mail, or any combination thereof" to clarify multiple voting methods can be combined

Maintains existing requirements that members agree to use cooperative electric energy when available and limits proxy voting to no more than two members per person
